CPD Gets New VRS Equipment To Assist Deafies

CLEVELAND, OH -- The Cleveland Police Department has invested in new equipment to help its officers better serve the Deaf community.



The department announced Wednesday that all officers have been trained to use video technology that gives them instant access to an American Sign Language interpreter.







Officials from the police department and local advocates for the hearing-impaired demonstrated the new equipment Thursday.



"The reality is there are barriers in place for some members of our community," Cleveland police Capt. James McPike said. "This grant was intended to try to remove those barriers for the Deaf and Hard-of-Hearing community."



Each of the city's five police districts is stocked with an iPad equipped with the ZVRS video interpreter application. The application gives officers dealing with a Deaf crime victim, suspect or witness access to an interpreter within seconds.



The technology was purchased using a portion of a $350,000 grant from the U.S. Department of Justice's Office on Violence Against Women that was awarded to the department in 2011, Cleveland police Sgt. Jennifer Ciaccia said.



The Cleveland Hearing and Speech Center and the Domestic Violence and Child Advocacy Center helped train the police force.



Deaf women in the U.S. experience domestic and sexual violence at rates twice those of hearing women, according to the Vera Institute of Justice, a nonprofit organization that advocates for fairness in the justice system. Yet they often encounter barriers when seeking help, from a phone-based 911 system to having their credibility as witnesses in court questioned.



The police department purchased the equipment after getting feedback from the Deaf community, said Maria O'Neil Ruddock, coordinator of training and outreach services for the Cleveland Hearing and Speech Center.



"The reason it's here is because the Deaf community has told us, 'We want access to the police, we want to be able to communicate, but it's difficult,'" O'Neil Ruddock said.



Cleveland is only one of two large police departments in the country using this technology, she added.



The department is also updating its general police orders to include a policy about communicating with the Deaf, McPike said. A draft of that policy is still in the approval stage.



Ciaccia said the interpreting technology is not related to a binding agreement with the Justice Department that requires the Cleveland police to improve the way they interact with citizens. The addition of the technology is the latest in a string of efforts by the department to expand training.



Mayor Frank Jackson announced in December that officers received first aid training and emergency medical kits.



The Cleveland Police Academy class that graduated in October was the first to receive 40 hours of crisis intervention training.

Maryland Court Reverses Deaf Sex Conviction

FREDERICK, MD -- The state's second-highest court reversed the conviction of a Deaf man accused of sexually abusing two girls at the Maryland School for the Deaf because he wasn't able to question the interpreter's translation of his responses during a police interrogation.



The Court of Special Appeals said Clarence Cepheus Taylor III, 40, was denied his constitutional right to confront and cross-examine the interpreter during his trial in Howard County Circuit Court in November 2013, the opinion said. Taylor said an interpreter who translated during his five-hour interrogation with a Howard County police detective had incorrectly interpreted his sign-language statements.





"It becomes kind of a game of telephone. A lot can be lost in those steps," said Taylor's attorney, Brandon Mead. He said Taylor's family has suffered, and his client has maintained his innocence.



Howard County state's attorney's office spokesman T. Wayne Kirwan said the office intends to appeal.



Taylor, who worked as a school aide, was sentenced to seven years in February 2014 after being found guilty of sexually abusing a 10-year-old girl and a 12-year-old girl at the Columbia campus. Read The Full Article

Deaf Chinese Victims ‘Beaten, Raped, Intimidated’

Deaf News: Deaf-mute victims ‘beaten, raped, intimidated’ into stealing in Chinese crime gang in China.





CHANGCHUN -- A Deaf woman has been arrested in northeast China and accused of leading a gang of mainly deaf-mute thieves who were threatened and intimidated into a life of crime, a newspaper reported.



Police in Changchun in Jilin province busted the gang last month and detained four women and seven men, most of whom are Deaf, the New Culture Express reported. The gang’s leaders pretended to help people get jobs to lure them into the gang, the article said.



Victims then had their identity cards and money seized by the gang’s boss, Gu Li, 47. Gang members would be beaten up, raped or threats made to kill their relatives if they did not go out and steal, the report said.



They targeted supermarkets and would cram expensive items inside their clothes to steal them. The gang stole about 100,000 yuan (HK$120,00 ) worth of goods in Changchun, the police were quoted as saying.



Three hundred and sixty people were arrested in a national crackdown in China three years ago and accused of abducting Deaf students and forcing them to carry out robberies.

Deaf Church Treasurer Charged In Sexual Assault

OVERLAND PARK, KS (KCTV) -- A Deaf church treasurer, who is a convicted sex offender, is in jail after he was accused of molesting a church goer who has disabilities.



Rodney Sexton is charged with aggravated sexual battery. He is accused of molesting a 31-year-old man, who is Deaf and functions like an 8 year old.



Sexton made his first court appearance on Monday. A judge set his bond at $100,000 cash only.



Sexton is treasurer at Deaf Liberty Baptist Church in Overland Park, Kansas. It's unclear if his convictions from the mid-1980s for sex crimes were known.

Sexton is on the roster to teach sign language at Maple Woods Community College in January and he has apparently taught at the Metropolitan Community College in the past, according to online records.



Because of the Christmas holiday, KCTV5 could not reach community college representatives for comment.



The mother of the 31-year-old victim is heartbroken and angry. She wants to know whether church leaders knew about Sexton's background.



"I think people knew," the mother said. "This should never happen to another family."



In the mid-1980s, Sexton faced six felony sex charges involving a child. He was convicted on two counts and served time in a Kansas prison. He is not listed on the Kansas Sex Offender Registry because his convictions occurred before 1994.



He was released from prison in 1989 and released from probation four years later.



The victim's mother said her son loves his church and trusted Sexton. She said Sexton pressured her son to keep the molestation secret.



"This shouldn't happen to anybody sitting in a church or at school. This needs to be stopped," the mother told KCTV5. "My boy deserves to be protected."



People with special needs are four times more likely to be abused because they often don't realize they are being abused or they cannot articulate about the abuse. Source

Deaf Pair Accused Of Murder Unfit To Stand Trial

VIDEO: Deaf News - Deaf pair accused of murder unfit to stand trial due to mental impairment, Australian Supreme Court told.





MELBOURNE -- Psychiatrists have found two of three Deaf people accused of murdering a profoundly Deaf man, who fell 12 metres from an apartment balcony, unfit to stand trial due to mental impairment.



Crown prosecutor Sharn Coombes told the Supreme Court on Monday that Georgia Fields, 19, and Jake Fairest, 26, who are on bail, had been assessed and found to be unfit to stand trial. A third man, Warwick Toohey, 37, who appeared via video link from prison, needed further assessment.





Justice Lex Lasry reserved any decision as to whether the trio's trial would proceed until next year.



A trial date had been set down for May 2, but Justice Lasry adjourned the case to February 8, when a directions hearing will be held to get an update on the fitness to plead question for the trio.



Ms Fields, Mr Toohey and Mr Fairest are charged with murdering Robbie Wright, who fell from a balcony outside his Ringwood apartment on January 15. Mr Wright, 36, who also suffered from cerebral palsy and epilepsy, and had an intellectual disability, died in hospital three days later.



Ms Fields is profoundly Deaf and can communicate only by sign language and in writing.



Mr Fairest has severe cognitive and developmental disabilities caused by aggressive chemotherapy treatment to a brain tumour when he was seven. The treatment also caused stunted growth, a weakened spine and a growth hormone deficiency.



Previous court hearings have been told Mr Wright and Mr Toohey lived together but were constantly arguing over household tasks. Both men had allegedly previously "shared" Ms Fields as a girlfriend.
